Nightwing: As a child and one-third of the Flying Graysons, Dick Grayson was forced to watch as his parents fell to their deaths. Dick became a ward of Bruce Wayne's, who trained him to be Robin, the Batman's partner. Now all grown up, Dick has taken the identity of Nightwing and has adopted the corrupt city of Blüdhaven as his own.

Oracle: The daughter of Commissioner Gordon, Barbara Gordon originally began her crimefighting career as Batgirl. During this time, she developed a close friendship with Dick. However, after she was paralyzed from the waist down by the Joker, Barbara refused to give in and she continued to battle crime as Oracle, providing an information network to various heroes. Nightwing is one of the heroes who benefits from her information, and the two remain close friends.

Inspector Dudley Soames:  Given the name "Deadly" Soames, Dudley refers to himself as his "own sort of man." He works for the Blüdhaven Police Department, and has a habit of playing all sides of a conflict. Although apparently in the employ of Blockbuster, Blüdhaven's current crimelord, Soames' actions and motivations remain a mystery for which only he knows the answer to.
